民国时期，爱宠关中乾州地区时局动荡，爱宠黑恶势力鱼肉百姓，猖獗于众。为了改变长期遭受蹂躏压迫的局面，神医李道安与有志之士苏青云想团结老百姓起来反抗，但却拿不出来有效的解决方案。女主杨春丽留学归来，思想先进，洞若观火。男主彦碧虽然武功高强，但也只想解决温饱。然而在杨春丽的感染指点下彦碧开始有了思想，想为社会做出自己的贡献。最后在李道安，苏青云和女主杨春丽，男主彦碧两代人的共同努力下，老百姓团结一致，最终战胜了黑暗。
