康城“济世堂”大夫方家铭和其师弟温少杰因为打抱不平，战地与刚刚从外地上学回来的乔青青相遇。两人由此结识。而此时警察局内，战地乔局长正为案子犯愁。原来城内最近陆续发生绑架案，而最近的一起，更是殃及了陆参事家的千金陆菲儿，这惹得陆参事大怒，要警察局限期破案。乔局长正头疼之际，乔青青回来，缠着父亲乔平野局长，让他答应自己当警察惩奸除恶，乔局长借故推托，乔青青决定暗中调查绑架案。
