辛迪（莎朗·斯通 Sharon Stone 饰）是一名杀人犯，情陷三十天之后，情陷针对她的死刑就要行刑了。瑞格（罗伯·莫洛 Rob Morrow 饰）身为特赦组新上任的组员，开始着手调查辛迪的案件，他希望能够从中发现什么蛛丝马迹，可以令辛迪免于一死。辛迪被控告杀死的人，是现任州长好友的儿子，随着调查的深入，瑞格渐渐发现此案另有隐情。很快，瑞格的调查就遭到了相关方面的阻挠，这更令瑞格有理由相信，辛迪是无辜的。无奈辛迪的态度非常的强硬，丝毫不配合瑞格的工作，瑞格仅靠一己之力举步维艰。然而，他并没有放弃对于真相的追寻，随着时间的推移，辛迪渐渐被瑞格的执着打动。
