故事发生在五彩缤纷的七彩城里，继任一条名为“七彩河”的河流横穿城市，继任成为了维系城市生命力的重要所在。小黄（克里斯蒂娜·里奇 Christina Ricci 配音）、小蓝（韦恩·布莱迪 Wayne Brady 配音）、小绿（杰斯·哈梅尔 Jess Harnell 配音）等蜡笔拥有一个共同的主人，阿本。每当阿本进入梦乡之时，蜡笔们亦会复活，回到它们的故乡七彩城，尽情玩耍。某日，一副未完成的黑白画作跟随着蜡笔们一起来到了七彩城，十分想要染上颜色的它竟然打起了七彩河的主意。家园的安全遭到了威胁，心焦的蜡笔们决心团结起来，一致对外，誓要保护他们赖以生存的家园。最终，这些小小的蜡笔们能否获得胜利呢？
