第二次世界大战过后已经16年了，但是各个大国之间的关系的政治纠纷没有结束，逐渐分成联邦营（资本主义）和同盟营（共产主义）两大派别，韩战结束后南北朝鲜协定北纬38度线为界，虽是这样，苏联对美国的核子战争将会一触即发，使得世界上所有人民都人心恍恍。同盟营的舰队在北太平洋进行演习，这时联邦营的导弹潜水艇突然进入同盟国的演习地区，和同盟军潜艇产生冲突事件。两方的导弹基地也相继引发误射导弹发射命令和核爆事件，所幸最后无任何危机产生。然而两大阵营的紧张的气氛终于爆发，两方空军于北极白令海上空开打，两方也都让各基地的导弹发射，展开了全面核战争，最后日本东京以及各国城市被轰炸成一片焦土和死寂
